A person or organization that provides adoption processes should be fully free to define specific guidelines for how they function in terms of what types of children they handle and to what types of people as long as their guidelines are clearly spelled out for everyone to know and understand.  If prospective parents do not agree to the those guidelines they can alway go to a different agency.
