I blush for the State of Virginia and the legislators who would even consider this regulatory action!  Moreover, sneaking it through with so little dissemination is despicable. Working people don't have time to scan the internet looking for what the General Assembly is trying to do to them now.  Shame on you who think so little of our children and our country that you would give this edict the time of day.
