I am writing to express my strong opposition to the proposed changes to 22 VAC 40-131-170, which would add the following language to the "Program Statement" section of the Standards for Licensed Child-Placing Agencies:
B. The licensee shall prohibit acts of discrimination based on race, color, gender, national origin, age, religion, political beliefs, sexual orientation, disability, or family status to:
1. Delay or deny a child's placement; or
2. Deny an individual the opportunity to apply to become a foster or adoptive parent.
I am opposed to these proposed changes for the same reasons expressed by Mr. Art Bennett, President & CEO Catholic Charities Diocese of Arlington, in his comment (16511) dated 4/1/11 on this subject.
Additionally, in view of the lack of media coverage of this proposal, public interest in this matter, and the very limited amount of time allowed for public comment, I strongly recommend that the public comment period be extended.
