Developers have absolute control of HOA covenants as long as they may choose to retain sole control.  Therefore restrictive solar restrictions can be placed on an individual’s property use.  Even with support of a majority of homeowners supporting solar installation by individuals to support clean energy initiatives, a developer can override the association members.

I recommend review of HOA rights to allow a better balance between developer and homeowners control related to clean energy options.
