Description These public participation guidelines exist to promote public involvement in the development, amendment, or repeal of the State Board of Social Services' regulations. These public participation guidelines include (i) providing for the appointment of negotiated rulemaking panels and regulatory advisory panels, (ii) providing for the establishment and maintenance of notification lists of interested persons, (iii) providing for notification via electronic means or postal carrier, and (iv) specifying the information to be sent to persons on the notification lists.

Goals of Regulation This regulation ensures that the public may participate in the formation and development of regulations of the Department of Social Services and the State Board of Social Services. This is accomplished by requiring:
·the establishment and maintenance of list of interested persons,
·use of ad hoc advisory groups or standing advisory committees,
·publication of notices of proposed regulations in a newspaper of general circulation, and
·a time for public comment on regulations at all regularly scheduled meetings of the State Board of Social Services.
