Goals of Regulation 1) To promote public involvement in the development, amendment, or repeal of state regulations.
2) To ensure that persons and organizations are given notice when the Board or Agency is considering regulatory action.
3) To ensure that the public has the opportunity to comment on the promulgation of any regulation.
