Having been in the soil/geology/septic design business for over 37 years I have no objection to regulations that adequately protect the citizens of the great commonwealth. In my personal life and professional life I have a great number of clients & engineers that attest to the fact that I understand my profession and am competent to design a sewage system meeting or exceeding the VDH regulations, and that it will serve them for many years (with proper care ). I am very comfortable in the fact that what ever our beloved government throws at us we will adapt.
I am a firm believer that a government that governs less is more effective.
I have read the comments posted for the pending adoption of licensing of individuals as onsite soil evaluators. There is a lot of confusion as well as very important points that need to be seriously considered.
It appears that the make up of the "board" consists of professionals and regulators who should not be crafting regulations. The minor stake holders AOSE & CPSS were told by Mr. Philpy (CPSS & Board member) that he shouldn't talk to his fellow soil scientist about this pending regulation if this was true and I have no reason to doubt Mr. Philpy something is amiss with the board and it appears that the proposed regulations could use a lot of "tweaking".
I know full well that something will be passed because our profession will be legislated to go up in smoke on July1,2009. What ever it is I hope we can live with it.
In closing I a quote of Jefferson Davis that he made to the Provisional Confederate Congress, April 28, 1861 concerning BUREAUCRATS:
