The LRI guardrails that were implemented caused a great deal of stress and worry for families that are already struggling to make it each day. My wife had to leave her job to make sure we could have care for our daughter that has special needs.  This was possible due to the ability for her to be the paid care giver.  As the LRI for our daughter we should have the option to make this decision without guardrails.  There are many things in place already to prevent wrong doers and these added restrictions make it hard to make the decision that is best for our family.
