The current definition of an “alternative onsite sewage system installer” and an “alternative onsite soil evaluator” are exactly the same, “an individual licensed by the board to construct, install, and repair treatment works that is not a conventional onsite sewage system and does not result in a point source discharge.” Obviously this is an error. This definition fits that of an alternative onsite sewage system installer. However, I would recommend that the definition of an alternative onsite soil evaluator be “an individual licensed by the board to evaluate soils and soil properties in relationship to the effects of the properties on the use and management of these soils as the locations for alternative (and conventional) onsite sewage systems.”
Otherwise these regulations would be allowing alternative evaluators to install systems and alternative installers to design systems as I interpret these regulations.
