According to Webster's pocket dictionary a valid ID should be "reasonable". An outdated picture is not reasonable since it no longer resembles person to be identified. A valid ID without a current address would not be "reasonable" since person may not be a legitimate voter in the state. A "valid ID" would not be" reasonable" without some official means to identify who issued the verification. How could an intelligent individual possibly attempt to justify an ID without these components being present unless he is illiterate!
