What constitutes a valid photo ID

A photo on an official document such as a passport or drivers licence should be valid for voting identification purposes, as long as the photo is recent enough for a reasonable likeness----even if the document itself has expired. Seniors who no longer travel abroad, or who no longer drive, are particularly likely to possess this kind of ID. Why would we want to give these seniors a hard time?
