Concern About Proposed Transgender Bathroom Regulations Change

I have deep concerns for the proposed changes to the guidance on usage of bathrooms by transgender people. This regulation is proposed to help cisgender people for using the restrooms, but in the end it will harm those it attempts to protect. Basing who can use the restroom on looks alone will cause active harm to those who don't fit the traditional presentation for any gender. And it will actively deny transgender people the ability to participate in normal everyday life. Imagine constantly fearing someone will forcibly remove you from the restroom because of how you look. The fear and anxiety will cause significant harm to those individuals. Individuals who just want to be allowed to exist in spaces where they are the safest. People who are trying to exist and be present without trying to harm anyone else by existing in spaces such as restrooms. While there are those who believe it will protect cisgender people who use the restroom, the problem is time and time again it has been shown when people define gender expression a certain way anyone who doesn't conform to that standard are harmed. There have been instances in other places around the country where people who are cisgender attempt to use the restroom but some random person decided they didn't "look female" and targeted and harassed the other people even though they were exactly who the person claimed to be "protecting." These regulations will cause more harm than good. We as a state should not vote to make sweeping regulations which won't help anyone including those it supposes to protect and actively target a persecuted minority for being who they are.
