The proposed action 4905 does nothing to protect the public health of Virginians, it is a blatant attempt to codify discrimination against an already vulnerable segment of our population. It is a waste of resources to even consider much less implement such an unconstitutional action, resources that are set aside to improve the lives of all Virginians, not to divide us.
