This regulation should have exemptions added because firms such as the air conditioning industry, architectual and engineering firms are performing this function already as a part of their business, they should not be subjected to additional regulations.
Only those that actullay open a new business in the energy analyst field should be subjected to passing a test like a tradsman certificate.
The regulation does not specify type of insurance, General Liabilty and or Professioal Liability. Home Energy Raters are required by RESNET and the IRS to carry $500,000.00 Professional Liabilty if they performing a rating for the "New Homes $2,000.00 Tax Credit"
