An Independent Review Board with peer reviewed research findings, not consensus building lay people with their own biases and motives -- are needed in Virginia throughout standards building. Take a look at the AASA, the Superintendents Association located in Virginia, and CASEL as just two examples of profit motives driving proposing standards, including Personalized Learning and Social Emotional Learning.
Virginia DOE needs to be required first to mandate that the individual SEL data dashboards, constructed over the past couple of years depending upon the school district, of a 10,000 children be shared with their parents. Also require that these same parents be asked how many knew the exact questions being asked, answered and stored on their children. Finally ask how many parents knew how to opt-in or opt-out of these SEL surveys aimed at their children. Publicly share these findings including what would have been the same or different with an IRB-like board involved, and THEN restart public comment.
