The notice that public comment is being taken needs to include a link to the official proposed document.  After the proposed link is provided, and only after, then public comment needs to start.  Sadly the increase of proposed legislation across the country requiring public school districts to list for the public the  materials being required by school district executives seems in response to  hide-and-seek tactics like this. 

VDOE executive administrators, if you shared this public comment opportunity with 1000 random parents and they had to look to locate the official proposed document, how many would be able to find it?  I would not be one of them.
