The state has a responsibility to educate ALL resident children, and to do so in a safe environment. That responsibility does not extend only to cisgender children, but all children. Studies have shown that non-cisgender children are overwhelmingly the victims of bullying and abuse, rather than perpetrators. They have a right to an education from the state in a safe environment, without abuse or harassment from fellow students or school officials. Their gender expression, whatever it may or may not be, is no one else's business and no one should be allowed to infringe on that student's rights to an education based on it.
