Guidance Document Change: The Model Policies for the Treatment of Transgender Students in Virginia’s Public Schools guidance document was developed in response to House Bill 145 and Senate Bill 161, enacted by the 2020 Virginia General Assembly, which directed the Virginia Department of Education to develop and make available to each school board model policies concerning the treatment of transgender students in public elementary and secondary schools. These guidelines address common issues regarding transgender students in accordance with evidence-based best practices and include information, guidance, procedures, and standards relating to: compliance with applicable nondiscrimination laws; maintenance of a safe and supportive learning environment free from discrimination and harassment for all students; prevention of and response to bullying and harassment; maintenance of student records; identification of students; protection of student privacy and the confidentiality of sensitive information; enforcement of sex-based dress codes; and student participation in sex-specific school activities, events, and use of school facilities.

Gender Dysphoria

This Bill should not pass into law. Gender Dysphoria is a serious mental health disorder in the family of reality incongruence disorders. 

Gender Dysphoria patients are at risk of suicide approximately 5 times that of the general public. No nation or public policy has been able to appreciably reduce that suicide risk through any means other than cognitive behavior therapy. This Bill becoming law would harm sufferers by creating an environment that subverts their recognition of a reason to seek professional therapy. All mental health therapy requires the recognition of the need for therapy and the active participation in therapy. This Bill would encourage patients to continue in their state of reality incongruence. Ultimately, this will leave sufferers of Gender Dysphoria untreated for the anxiety caused by this mental health disorder- and, thus, suicides rates will remain high in this population. 

Policies encouraging understanding care and concern for this demographic while encouraging the only known therapy by professionals can be implemented without this type of legislation. 

I greatly oppose the provisions which parents disagreeing with legislated policy being guilty of “abuse” and referred to CPS. 

Teachers jobs are difficult enough. I oppose the legal requirement and penalties associated to keep track of “gender fluid” preferences of each student. 


I find it difficult to believe that the provision allowing opposite sex locker room use will not be misused by teenagers of nefarious or malicious intent.
