Voting is scheduled to end at a particular time.  There must be traceability to ensure that votes are cast by that deadline.  There cannot be acceptance of votes cast after the deadline since it opens up the election process to the potential for abuse.  There shouldn't be the option for any question about the fairness of an election.  This means that there must be proof that all votes were cast by the voting deadline.
