The proposed changes are unacceptable. They stand in plain contrast with established Commonwealth statutes. Further, they create even more blind spots in a ballot’s chain of custody. Finally, they heighten the risk of news headlines about “found ballots” during the counting process—which can naturally induce public confusion and panic. This period of public comment has yielded widespread condemnation for the proposed changes and they should be abandoned.
