You should not even consider passing this so close to the election. Everyone should be aware of when the election is and there is plenty of time to vote in person or mail in a ballot. A ballot without a postmark should be discarded, not accepted! There is a time limit to vote and the lack of a postmark does not prove that the ballot was cast in time to be counted.
