This proposed regulation change is absurd. There is no rationale for delaying submission of absentee ballots. Furthermore, the stipulation that NO PROOF is required only serves to delegitimatize this proposal. Virginia law prohibits the Board of Elections from altering election law by regulatory action. This proposal is completely unacceptable and must be struck down. We will be watching this vote closely.
