I am not in favor of making wearing a mask in public mandatory. Most of the masks that people are wearing don't even contain viruses. If private citizens choose to wear a mask, that's their own decision. If the Commonwealth of Virginia is going to make wearing a mask mandatory, then the Commonwealth should be required to provide each and every citizen a personal supply of N95 (or better) masks.
