There is always some complication with EVV, some pay issue, or something.  It has literally become a part time job to deal with EVV.  Being overwhelmed with a disability to the point where no more information will sink in is enough.  To have the state make a disabled life even more complicated with EVV and all it's difficulties is going to harm many and help no consumer.  The only thing it helps is the EVV tech companies that lobbied for it.
