in Virginia neither of the apps Time4 Care or Caretrak will load on a kindle product of any kind... you had to have a pretty new smart device to use either app … I did find a Samsung Tab E I think it was call for $80 on sale that would load the app... and I was doing that public wifi thing suggested by our DMAS... but now public wifi is shut down.. the other thing is for people with high number of service hours and a lot of attendants they loose pay for the time it takes to turn the device on and get it to load, etc... but I was doing basically what you said,... just can't use the less expensive devices here..   no DMAS the client in our case didn't get the free Obama phone after numerous attempts..   EVV is costly and harms the disabled.
