The evv is the same ol' routine for the state (bumped up a super-notch for civil rights violations).  Always changing the rules, so everyone is in the dark and disinformation is rampant.  Always amping up oversight, so they do no get blamed for the few bad apples.  Always blaming the good, hard working for the few bad apples.  Oversight overkill.
