The state did not hear out all stakeholders when implementing EVV.  When concerned Virginia citizens writing to legislators about the evv issue requested being heard, DMAS told the legislators they would send them a "one pager" response to hand out to anyone who has concerns about evv.  Essentially, DMAS was instructing those in office to brush off persons with disabilities and those advocating for them when they had legitimate concerns.  The state is deaf to hearing those wiht disabilities and giving them their rightful forum.
