Electronic Visit Verification (EVV) has pushed CD services into oversight overkill.  There has to be some extension of trust given to the majority of good people, especially live in family caregivers and EOR's,  who do good.  There is no trust given to caregivers or EOR's.  They are being targeted as a population.  These majority of good caregivers and EOR's feel deflated constantly for trying to do good.
