What if the consumer is having a crisis when you enter the home ie: bowel movement, huge meltdown, injurious behavior, vomiting, a seizure, etc....? You have to decide to clock in, or help causing an error/loss of income or, heaven forbid, a loss of life? That is a huge and impossible decision to make on a regular basis. Say, you are having an off day and make the wrong choice? Who is at fault? The one with the coercion or the one forced to make an impossible decision?
