They use a rubric to decide how many of hours of care I need.  I still toilet so I loose points.   I still eat by mouth so I loose points.  I wish I could post a picture here so you could see me.  I need total care.  I cannot feed or dress myself.  If left alone with no one to suction my saliva I will choke and die.  I use non evasive ventilation not a trach so I loose points there to.  But I must be on ventilation.  

EVV negatively impacts my home care as well.
