I really feel you are breaking federal law because one of the requirements is it not be burdensome, and this is nothing but burdensome.  Why are you targeting disabled people and not the people who receive funds for example for groceries.  Why are you not putting trackers on them to make sure they're not putting groceries in someone else's refrigerator?  My caregiver is at my house right now waiting for me to get home from the pharmacy.  I have my child with me.  She could sign in right now from my home address and you guys would be happy.  But, my child is not even there.  Please explain how that prevents fraud.
