The EVV system must be implemented in a manner that is minimally burdensome and HIPAA compliant.    

there have already been issues with data being breached and letters sent out by CDCN.   this isn't minimally burdensome... as again lots of people couldn't get the free Obamacare phone;  so this is costing money, one lady reported her SF told her to purchase an $80 device and $60 a month wifi service...  again we are poor people we don't have money for that...  

this is a nightmare
