1. There shall be at least two direct care staff on the premises at all times who have current certification in CPR ….

Contradicts

 22VAC40-61-190. General supervision.

A. During the center's hours of operation, one staff person on the premises shall be in charge of the administration of the center.

B. At least two staff persons shall be on duty at the center and on field trips at all times when one or more participants are present. The use of volunteers as staff shall be in accordance with 22VAC40-61-170 G.

and

22VAC40-61-200. Staff-to-participant ratio.

A. There shall be at least one staff person on duty providing direct care and supervision for every six participants in care, or portion thereof, whether at the center or on field trips.

RECOMMENDATION: Revise wording to remove the requirement for direct staff only, and include supervisors, assistants, aides and administrative staff who are on site, as all should be able to provide First Aid and have CPR Certification. "There shall be at least two staff on the premises at all times who have current certification in CPR …."
