Proposed Regulation for Emissions Trading Program
 

I oppose the newly revised language regarding the Emissions Trading Program.  I am a forester by trade and have worked in forestry and related fields for nearly 40 years.  I currently work for WestRock in Covington and am Past President of the Virginia Forestry Association.  Our facility in Covington burns biomass, reducing emissions and allowing fossil fuels to remain sequestered.  The material we use is carbon neutral in that it uses the byproducts of sawmilling and logging operations that would otherwise go unused.  Existing and new boilers alike should be able to take adavantage of this abundant, natural-resource based fuel that reduces our use of fossil fuels, provides local jobs, supports local businesses, increases markets for landowners, and provides locally-sourced materials for energy and steam production.  Any new regulations should promote the use of biomass as an eco-friendly option.
