Merely amending the text of a charter offers no oversight or regulation for any change of the handling of patient care. It offers no guidelines for how to train these unliscenced technicians, nor any enticement for an unliscenced technician to continue their education or businesses to provide them the opportunity to learn while working. Amending this statute would only further widen the gap for current and future technicians.
