Most assistances are able to place IVC, just like they can draw blood. If you can hit a vein for a blood draw there is no reason why you can not place a catheter. Perhaps if there were a practicle field experinece performace evaluation for every assistant then that would weed out the "qualified" from the "unqualified" person.
