Placing a peripheral IV catheter is a trainable skill, that can be performed well by competent, un-licensed staff members. I currently work with multiple un-licensed assistants that can place IV catheters more predicatably and effectively than I can. While I am lucky to work in an area that has plenty of LVTs, we do not always have LVT coverage every hour of the day. It would be a shame to force me to place an IV catheter, potentially poking an animal multiple times, when a perfectly willing and capable assistant has to stand by and watch. The reasoning behind my support is that I believe, in many cases, it is what is best for the patient.
