I strongly oppose this regulation
 

The U.S. and VA Bill of Rights, written by John Adams and George Mason respectively, were written to be in plain language. There is no grey area in the 2nd amendment of the U.S. Constitution, or Article 1 Section 13 of the Virginia Bill of Rights. The right to keep and bear arms is a Natural Right. Natural Rights cannot be given nor taken, that is what makes them inalieable.

"It is a perversion of terms to say that a charter gives rights. It operates by a contrary effect – that of taking rights away. Rights are inherently in all the inhabitants; but charters, by annulling those rights, in the majority, leave the right, by exclusion, in the hands of a few. ... They...consequently are instruments of injustice." Thomas Paine
