DGS has no statutory authority to protect citizens and state employees
 

The Town Hall Agency Background Document states its purpose is to “… protect citizens and state employees from gun violence.”

Section 2.2 – 1129 (B) of the Code of Virginia empowers the Director of the Department of General Services (DGS) to “… have charge of all public buildings, grounds and all other property… and shall protect such properties from depredations and injury.” [Emphasis added]

No authority is provided to protect citizens or state employees from gun violence or any other hazard.
