This 'ban' is merely politics at its worst and does not enhance anyone's safety.  It is merely a ploy so that the Governor can appear to be 'doing something' to prevent crimes.  In reality, this ban does not increase anyone's safety, it's arguable that it actually decreases safety.  Criminals, by their very nature, don't respect laws.  If someone gets it into their head to commit a crime, a ban on guns is not going to stop them.  All the ban does is to ensure that innocent, law abiding people are unable to protect themselves.  The ban is both dangerous and stupid.
