The governor declares an emergency based on a faulty political premise.  The general assembly passed at bill to clarify the fault and the governor vetoes it?  This is dictatorial and violates Article 1 Sections 2 and 13 of Virginia's Constitution.  This so called "regulation" is unlawful on it's face and should be rejected.
