This regulation DOES NOT serve the public interest and could have a significant negative impact on the safety and security of residents of, and visitors to, the Commonwealth of Virginia.  As citizens of Virginia, we asked our legislators to overturn the Governor's actions and they did, only to be thwarted by a veto. This regulation serves no valid purpose, does not address an identified problem, and is not in the best interests of the citizens of Virginia.  We respectfully request that you do not permanently enact this regulation.
