I am concerned that the potential would exist to abuse this policy.  The only area I could see a benefit would be if it was limited to health emergency areas, where access to care issues are most acute (i.e. -parts of SW Virginia).  Otherwise , I feel this policy has the possibilty of lowering quality of care.  I feel that some practices would use the DAT II in situations that are not appropiate.
