This is a bad and dangerous idea.  If the problem is a shortage of skilled hygienist, the answer is not to lower the education levels.  The answer is to create more opportunities and schools to properly educate dental hygienist.  Although assistants are a valuable part of the dental team, there are limitations to what they are capable of doing without putting the public at risk.  If assistants are  interested in promotion better dental health, they should be encouraged to get a dental hygiene degree.  In addition, this will open up a legal loophole for dentist to take advantage of this.  Who will determine the patients periondontal status?  As a hygienist of  almost 12 years, I am often surprised by what I discover when I adequately explore all surface during the "routine" hygiene appointment. Please put the safety of the public first.
