Keep the lines of patient care SIMPLE!  There are presently three realms of dental practice.  That is quite enough.  Please do not blur these lines by making a middle ground fourth licensing category.  The practice of Registered Dental Hygienist's is clear and distinct.  Hygienists are highly qualified practicioners with regulated training in every area of their scope of practice.  Office trained scaling should be a scary concept.
