Most other states do not have the requirement that only 4th year veterinary students may get practical experience and Virginia does not have a noticably higher or lower quality of veterinary care than them. The quality of care given to an owner's pet is dependent on the quality of the veterinarian and the hospital. Allowing students to get practical experience under veterinary supervision will not lower standards of care.
