Please do not pass this new rule allowing other than 4th year students to practice under the leadership of a vet.  There is a reason that students begin in the classroom.  There should be no student actively practicing vet med without at least 3 years of instruction.  Please do not put animals at risk in order to provide early training to students.  This is a very bad idea.
