This proposal is a bad idea.  These students do not have the experience to work unsupervised yet.  At the very least, they must be supervised by a vet.  Also, the owners must be notified that a student is caring for their pet.  A better solution would be to address the problems in the existing fourth year program.  I would not allow my pet to be cared for by an unsupervised, inexperienced student.
