Destructive, Impulsive, Uninformed and Negligent Proposal

I agree with Lee.

From my personall experience at age 55 having owned over 20 pets so far in my lifetime; every single pet has their own unique predispositioned DNA and their own unique personal history just like a human.

Scientific research is just now discovering how truama of varying degrees causes mutatation of genes. This researched based fact makes the personal history of pets and humans a critical part for successful healing from any medical treatments/procedures. 

Therefore, ANY Rulemaking that fails to recognize, avoid and negate that the pet owners relationship and knowledge about their pets is an intregal part for any medical testing, treatment and surgical procedure applied  would qualify as a NEGLIGENT Rulemaking !

ONLY in the fouth year of veterinary school should a student have the developmental maturity and skill set to make informed decisions with the guidance of an experienced Vet.
