A central and problematic issue in this debate is that Virginia has failed to establish criteria for licensing master's level psychologists, which should be on the agenda for the Board of Psychology. In the meantime, however, master's level psychologists who have taken appropriate coursework to provide counseling should not be penalized by being excluded from licensure. Applicants for licensure by the Board of Counseling should be evaluated based on the content and quality their graduate programs. While some master's level psychology programs are primarily geared towards training researchers (e.g., University of Richmond), others such as Radford University are much more practice oriented. Graduates of rigorous and high-quality programs like Radford's certainly would not "dilute" the practice of counseling. Rather, they would enhance the quality of counseling services provided to Virginia consumers, which is what the goal of licensure is supposed to be.
